Bill looks to consider 17-year-olds as juveniles rather than adults in Texas

EL PASO, Texas (KFOX14/CBS4) — The State of Texas is looking to sign a bill that would consider 17-year-olds as juveniles instead of adults.

El Paso County Commissioners met Thursday to go over the proposed bill.
